Chapter 1 in short and understandable form explains the essence of the contemporary economic crisis and policy carried out by economic actors to overcome it. The given part of the analysis is carried out within the limits of traditional notions of the nature of economic relations and is meant for a common reader.
Other chapters contain a more developed analysis within the framework of the theory of sets (synergy) of regularities of formation and development of social and economic systems. In this part the analysis is carried out on the basis of the data of economy, sociology, the history of state and law, as well as physics and biology. The synergy is used as a methodological device.
