It has always existed, and at the beginning of the XXI century it is spreading worldwide. No institutions or individuals are mentioned in this book. The book intends to build a bridge in the understanding of the importance to deal with the problem. It proposes long-term mitigation alternatives, while diplomacy deals with global and local solutions. But diplomacy requires cooperation, competitiveness and dissuasion power.
