In the small town of Promise, Oklahoma, Chief of Police Charlie Grover has his fair share of trouble on his hands. Being a single father of a lonely and precocious teenage girl is only one of them. Promise is smack in the middle of south central U.S., more commonly known as Tornado Alley. Not only has a major funnel hit town in five deadly passes, leaving behind 40 million dollars worth of damage, but it has also left a grizzly murder in its wake. At first the deaths of the Pepper family looks like a result of the flying debris a tornado causes. But Charlie has a hunch that the Peppers have been murdered. For one thing, the bodies have been placed in staged positions and there are strange body bruises. Then autopsies quickly confirm his suspicions and reveal that the killer has left behind a weird and sick calling card. In this part of the country, chasing tornados has become both a sport and an art, and Charlie knows that the killer knows exactly when the tornadoes will hit-and how to stay out of their way. The murderer has to be one of them, so Charlie teams up with the renowned scientist, Dr. Willa Bellman who knows all there is about the force and power of these storms. Together they track the path of a cunning killer who seems to know how to outwit science, technology and good solid police work.
