| Thus in the spring of 1861, within two years from the outbreak of war with Austria, Italy with the exception of Rome and Venice was united under Victor Emmanuel. Of all the European Powers, Great Britain alone watched the creation of the new Italian Kingdom with complete sympathy and approval. Austria, though it had made peace at Zuerich, declined to renew diplomatic intercourse with Sardinia, and protested against the assumption by Victor Emmanuel of the title of King of Italy.
