Poverty is one of the longest-standing problems facing governments and populations throughout the world. Whether in prosperous times or during depressions, whether in agricultural, industrial or post-industrial societies, no matter how it is measured and despite anti-poverty programmes and aid to the poor, poverty continues. The poverty rate in the industrialised West ranges between ten and fifteen per cent and is much higher in agricultural societies. In post-socialist countries it is only beginning to be admitted and identified. The chapters of Poverty focus on ten different countries (USA, UK, Australia, Canada, Hong Kong, Ireland, Malta, the Netherlands, Philippines and Zimbabwe) and the socio-economic and historical context within which poverty exists, the extent and nature of poverty, the causes of poverty, and measures that have been taken to mitigate poverty. |
